The Police Complaints Commissioner has asked the Director of Police Services to conduct a special investigation into the actions of Victoria Police Board.
This, after former Staff Sgt. Darren Laur alleged the Police Board Chairs directed money from the VicPD operational budget to fund lawyers retained by Former Chief Constable Frank Elsner, and to pay for a "media crisis consultant" contrary to the Police Act.
Michael Mulligan of "Legally Speaking" on CFAX says Laur shared the OPCC's letter of request for a special investigation:
"The letter from the Police Complaint Commissioner, Stan Lowe, is dated May 31st and it's directed to Clayton Pecknold, who is the Director of Police Services provincially. And it is for him to decide whether to conduct the investigation requested by the complain commissioner. But you would expect that sort of a request is going to be taken very seriously."
Mulligan says a police board is not permitted to spend money from the police operating budget for purposes not specified in that budget without approval from city council.
