The city of Victoria is in mourning as Cheif Richard Couch, who dedicated his life to public service, passed away yesterday
Richard’s career with the Victoria Fire Department spanned 30 years, starting in May 1976 until he retired in May 2006. He was promoted to Fire Chief in 2003.
As a lifelong career firefighter with the Department, Chief Couch was known as a gracious and cordial leader, athlete, friend and devoted family man.
Richard was a member of the Victoria firefighter’s team in the 2017 Ride to Conquer Cancer, a tribute to his successor and friend, retired Victoria Fire Chief Doug Angrove who passed away last May.
